As the two cars are having velocities 12m/s and 10m/s respectively hence the relative velocity of the car c1 with respect to c2 will be 12-10=2m/s. thus, the car will appear to move with 2m/s for car c2.

As, the separation between the cars is 200m hence we can use the equation collision which we will get.  

The minimum acceleration to avoid collision will be a m/s^2.

v^2 = u^2 - 2aS.

0=2^2 - 2*a*200.

a = 0.01 m/s^2.
