voltage at the terminal of cell = e-ir where e is emf, i is current drawn and r is internal resistance.

If the internal resistance are different then the  terminal voltages are different.

If cell-1 internal resistance is r₁ and cell-2 internal resistance is r₂

terminal voltage of cell-1, V₁ = e-ir₁

terminal voltage of cell-2, V₂ = e-ir₂
