the permanent settlement was brought into effect by East India Company headed by governor general Lord cornwallis in 1793 this was basically and agreement between company and the zamindars to fix the land revenue
Cornwallis through out of his system inspired by the prevailing system of land revenue in England where the landlords were the permanent masters of their holdings and the collected revenue from the peasants and look after their interest

The immediate consequence of the Permanent Settlement was both very sudden and dramatic, one that nobody had apparently foreseen. By ensuring that zamindars' lands were held in perpetuity and with a fixed tax burden, they became desirable commodities. As a result, many zamindars immediately fell into arrears.
