Then, $1st$ $number = 20$% $of X$
                                            $= \frac{20X}{100}$

And, $2nd$ $number = 50$% $of X$ 
                                            $= \frac{50X}{100}$ 

Thus, Percentage (%) of the 1st Number of the 2nd Number :
 
$= \frac{ \frac{20}{100}}{\frac{50X}{100}} \times 100 \\ \\ = \frac{2 \times 100}{20} \\ \\ = 40$

∴ Percentage (%) of the 1st Number of the 2nd Number is 40%.
