Two obiects, a rock and a feather fall freely from a height in vacuum on earth, will their velocites be same?

These all are falling on earth. There is vacuum so these will not experience the friction of air. So all will have same acceleration.

If all are dropped from same height with same initial velocity, these will have same velocity at every point.
