Opposite angles of a parallelogram are equal.
So, 6x - 3 = 4x - 7
----› 6x - 4x = -7 + 3
----› 2x = -4
----› x = -2
Angle 1 = 6(-2) - 3 = -15
Angle 3 = 4(-2) -7 = -15

Hope you check the question again properly, because the angles can never be negative
