Angle of shear = F / AG

                     = 4000 / 0.0625 x 8 x 10^10

                   = 8000 x 10 ^-10

                     = 8 x 10 ^- 7

We know that

 Δ L = Ф x L

     = 8 x 10 ^-7 x 0.25

Δ L = 2 x 10^-7 m
