B will meet at diametrically apposite end so,
Distance travelled by A
= half the perimeter
=2πr/2
=πr
=[22/7] x 3.5
=11 m

Time taken by the person A to cover this distance 
time =distance/speed
time=11/5.5=2s

Now B starts his journey at t= 1s that means 1 second has already passed.
So, B has only 1 sec to cover the diameter distance.
by using equation of motion
S=ut+[1/2]at²
11=[0*t]+[1/2]a[1²]
a=22m/s²
