s = 60 m

Perimeter of a square = 4s = 4*60 = 240 m

b = 1.5 m

Perimeter of a rectangle = 2 ( l + b ) = 2 ( l + 1.5 ) = ( 2l + 3 ) m

Perimeter of rect. = Perimeter of Sq.

2l + 3 = 240

2l = 240 - 3

2l = 237

l = 118.5

Area of sq. =  s^{2}

=  60^{2}

= 3600  m^{2}

Area of rect. = l * b

= 118.5 * 1.5

= 177.75  m^{2}

AREA OF SQUARE IS GREATER THAN AREA OF RECTANGLE !!

Hope it Helps !!
