This will happen only if the nature of charges are opposite and both the charges are different in their magnitudes...
If charges are like , then Electeic will never be cancel out as E direct in the same direction...it actually gets added up...E ( Electeic field) will be zero only if charges have opposite nature due to opposite nature , Direction of E will be opposite to each other...
and Charges will not be of equal magnitude...If charges are equal in magnitude then E will be non zero...see snap
