Ratio of heat produced will be equal to ratio of effective resistance......by joules law

Let the resistance of each piece of wire be R

Case1,

ER1=R+R=2R

Case2,

1/ER2=1/R+1/R

ER2=R/2

Ratio of heat

H1:H2=ER1:ER2=R:R/2

H1:H2=2:1
