respectively are given small linear displacement
in one direction at the same time. They will again
be in the phase when the pendulum of shorter
length has completed ....... oscillations

Nice question mate !!!
Time period of a pendulum is T = 2π√l/g
to be in same phase n₁T₁ = n₂T₂
n₁T = n₂2T (from question)
n₁/n₂ = 2
For the first time to be in phase the shorter pendulum should have completed 2 oscillations.
:) Hope this helps !!!
