Let us say the radii of the wheels are R1 and R2.
Let us say the velocity of the belt = v. It is same whether it is moving on the first wheel or second wheel.
Let the angular velocities of wheels : ω1 and ω2.
We have the rule v = R1 ω1 = R2 ω2.
ω2 / ω1 = R1 / R2
