It can only happen in the case of dictatorship which means rule by one person under democracy this is never ever possible bcoz in chance the party is not able to get the max. no. of votes then this leads to collision so there is no role of president in state governance this can only happen in case of dictatorship or military rule....

The state's governor issues the proclamation, after obtaining the consent of the President of India. If it is not possible to revoke Governor's rule within six months of imposition, the President's Rule is imposed. (under Article 356 of the Indian Constitution). It is basically like an dictators rule in a time of real emergency. In India Indira Ghandhi used it like about 39 times in different states.
