a = v-u/t
therefore, if velocity of body is 0, it means that, it is in rest. so, for acc. to be non-zero, the body's initial velocity must be non zero, and there should have been -ve acceleration for reducing its v to 0(put it from motion to rest). tus when u is non zero and v is zero, acc. comes to be in negative, and thus non zero.
