The chola empire was founded by Vijalaya Chola 1. Then his son Parantaka 1 took expanded his empire conquering the Empire of the Pallavas. After that the next famous ruler is Rajaraja 1, and he took the kingdom to great heights. He conquered many places but his son Rajendra 1 is who I consider the best ruler of the Chola Empire. He conquered many places with the help of his father's navyincluding the complete SriLanka, (current) West Bengal, Andra Pradesh and Orissa,
parts of (currently) Thailand and Myanmar.
So finally I can say that Rajendra 1 was the best chola rule but under Rajaraja 1 the chola empire flourished the most because he built most of the famous temples of TamilNadu
