it is our objective here to discuss the meaning of democracy in large work- related organizations, in such a way as to facilitate judgments as to how much democracy prevails, what kinds exist, and how democracy might be advanced. Democracy is multidimensional, and the same organization may be more democratic in some respects than others. Many features of organization are definitionally neutral, while some are problematic. A theory of industrial democracy would be largely concerned with the relationship between definition ally neutral features of organization, on the one hand, and quantitative dimensions of democracy on the other. But the integration of such an expanded role into the formal decision-making process on key issues in both the work place and the community at large, as well as in trade unions, is likely to involve most, if not all, the dimensions analysed.
