There is no such separate railway minister in any state of India as the "railway" is a subject of Union List and thus the Constitution of India exclusively provides central government to make laws for railways and execute the same. So there is no railway minister for the sate of Uttar Pradesh. The Union railway minister is the head of all railway lines in all states of India.
