Yes, with a cardboard, a working model of a railway signal can be made.

Explanation:

Only a working model can be made. There is something else have to be made to detect the coming of train so automatic starting and stopping can be made.

Steps for it's preparation:

  1. take a cardboard and make a hole on it as shown in fig.
  2. Connect that cardboard with stand and with a thread.
  3. Connect the other end of stand to the nail.
  4. Keep that nail near to electromagnet which is the rolls of a wire.
  5. Connect one end of the wire to electromagnet and other end to the battery and key.

The model is created.
