why in cities wells need to be dug deeper than in villages?

Cities are in higher from ground and the water table or a potential water resources are less because of less rain and deforestation. Villages have more rain and more water penetrates  to the soil thus village do not have to dig deeper to thr ground to find an potential water resouce
