Threshold Frequency:

The minimum frequency of light when no photo-electric emission takes place is the threshold frequency of light.

Cutoff Voltage:

Cutoff potential is basically stopping potential which is defined as the minimum negative potential at anode which is required to stop the photo-electric current.

Einstein's photo-electric equation defines that;

Maximum Kinetic Energy = (h*C/ λ) - Ф = h*v - h*v₀

e*v₀ = h*v - h*v₀

Since the Einstein's equation is linear which will represents a straight line in the graph plotted between v and v₀ forming a slope h/e.
