Both the people of Kerla and its government felt the need for better education. The government started schools and ensured that the education was mainly free of cost. Kerla government has the distinction of highest spending on education from the state budget.

The people of Kerla not only felt the need , they ensured that it was put into action. Initially the government also tried to ensure that these schools had minimum facilities of teachers, class rooms, drinking water, toilets etc. As the years progressed the facilities were expanded and improved too. One more significant factor is lower gender bias so equal opportunities were available for all children. Schooling has become kind of a social norm there.
