We can control the urge to urinate cuz when urine is formed in kidney by the help of nephrons , the collecting duct carries it to the urinary bladder which has the capacity to hold the urine for 1.5 hrs (approx.). And when we feel an urge to pass it before 1.5 hrs we can still regulate it until the duration.
