Answer :

Utility and value of resources varies from time to time and place to place . In the same way human needs are neither uniform nor static over the year. Needs keep changing by time .

For example -

1-Twenty years ago there were no telephones , cellphones but now everyone wants it.

2- In old times man become satisfied with fulfilling their basic need of food, shelter and clothing , but as we advanced our needs become multifarious.

3- Earlier time water is used for irrigation and drinking but now we are using water for generating electricity, irrigation, drinking and navigation.
