- It can include Forests, grasslands, mosses, aquatic vegetation and every thing.
But, forest has different criteria.
- It consists of dense amount of vegetation, with presence of trees, shrubs, creepers and all.
- There are also stratifications of forests like canopy, bedlinen vegetation etc.
So, forest can be a part of natural flora of region. But, flora can include much more than that.
