$\rm \angle POR + \angle QOR = 180° ( linear pair)$

$\rm2x + 60° + 3x +40° = 180°$

$\rm5x + 100° = 180°$

$\rm5x = 180° - 100°$

$\rm5x = 80°$

$\rm x = \frac{80}{5}$

$\rm x = 16°$
