EXPLANATION:

The nouns can be in singular or plural form. Usually ‘the’ comes before uncountable nouns(which includes people, things and abstract nouns which is behaviour like anger, honesty, love etc.,.

Example: The sun is shining brightly. I am going to the supermarket. ‘a’ and ‘an’ comes before countable nouns. These nouns are not specific. Example: ‘The man is a thief’.  ‘I gave her a red apple’. In the given example Varanasi is specific noun but city is a common noun therefore we have to use ‘a’.
