As we know ,

$Effieciency = \frac{mechanical \: advaage \: }{velociy \: ratio}$

$\frac{90}{100} = \frac{m.a}{vr}$

$= > \frac{90}{100} = \frac{ma}{4} \\ = > 360 = 100ma$

$= > ma = \frac{360}{100} \\ = > ma = 3.6$
