Answer: Velocity can and can't decrease with time. velocity is displacement/time . If there is uniform displacement then velocity will neither increase nor decrease. If body accelerated on straight path then velocity will increase .On the other hand if body is decelerated on  a straight path then the velocity will decrease. If body take a turn or curve then the displacement can change so the velocity can increase , remain same or decrease .
