 {( - 2)}^{ { (- 2)}^{ - 3} } \\ here \: we \: will \: first \: multiply \: - 2 \: and \: - 3
so, it will be equal to =>-2×-3= 6
we multiply -2 and -3 because any exponent in the form of ((a)^b)^c) will be equal to = a^(b*c)

so, it will make -2^6
now we will multiply -2 6 times
so,
-2 × -2 × -2 × -2 × -2 × -2= 64
here, the negative sign gets removed as a negative no. is multiplied even times...

Hope it helps u...
