They were assigned the role of supervising the administration of the district they were in charge of, and were a part of the Indian Civil Service team.

The British that came to India as traders slowly colonized the country. They introduced their laws that helped their system of governance. 

Sir Warren Hastings(1773-1785) was the first Governor General/Viceroy of India. He introduced the Regulation Act, 1773 under which there was an authority appointed by the British Raj, a Collector. The system of revenue was divided into district revenue generators which worked under the Collector.

The whole Revenue system was under the Controller who was authorized to take decisions related to the Revenue Department.
