Vinegar is a solution of acetic acid( a weak acid) in water and so it dissociates into ions under specific conditions( pH).

For a solution to be a conductor of electricity , it needs to contain free mobile ions which conducts the electricity across the solution. Therefore, as vinegar contains ions, it conducts electricity.

And as such we can say that vinegar is a conductor of electricity.

Although its conductivity may be much less in comparison to a strong acid.
