Count Dracula is the fictional character that was inspired by Vlad the Impaler. Vlad had an extremely challenging youth being held hostage by another ruler. As a result, he grew into an emotionless ruler himself. He was known to be very brutal to enemy soldiers and would often impale (pierce them with sharp weapons like a spear and leave them to die) them. So, he was, figuratively speaking, thirsty for blood.

Count Dracula is also seen as a villain who is thirsty for blood. The only difference is that he was a vampire who was believed to suck the blood of humans to satisfy his needs. Therefore, it is clear that Dracula was inspired by Vale the Impaler.
