W. Kossel and g. N. Lewis developed that atoms achieved the stable octet when they are linked by chemical bonds. Atoms combine to have an octet in their valence shells. Thus, atoms combine either by transfer of valence electrons from one atom to another or by sharing of valence electrons in order to have octet in their valence shells. This is called octet rule.
