Towards achieving his aim, he also formed a political party called the Lok Dal in Haryana that promised citizens of the state that if they were voted to power, they will waive off the loans of the farmers and small businessman.

As a result, in 1987, they got a stunning victory by defeating the Congress party and getting 80- out of 95 seats in the Haryana Legislative Assembly.
