yes , i think it should be done as soon because kashmir is also a part of country india their people are in danger there were no safety , no people who can live peacefully but now this all could be possible.
not only this is the reason but also for the army who scarified there life in this state. i know it would be against the constitution or rules but the construction was 1949 created now 2019 if this rule have no advantage, or only problem created through these so it should not be accurate to secure it.
