they were afraid that the annual baiski fair people were planning something on revolting against them.
So, they went to the fair and killed many of the innocent people.
Their cowardice prompted them, if they were brave, they would've never killed those people

IT WAS THE ACT DONE BY IS COWARIDICE.
IT IS BECAUSE VERY CLEAVERLY GENERAL DYER CAUGHT THE PEOPLE IN JALLIAWALA BAGH AND CLOSED ALL THE GATES AND SHOOT THE PEOPLE.
THE BRAVE WORK IS DONE IN FRONT OF PEOPLE.
