Yes, juvenile justice was effective. The age for offenders has been decreased to 16 from 18. This means that now anyone who is 16 or above 16 commits any kind of crime will be punishable and its a good step as now a days teenagers are involved in many cases. They take advantage of being minor but this step will help to some extent.
