this is because when steam falls on our skin it condenses to form water and gives out 22.5×10rasie to power 5 joules/kg heat which it has absorbed as latent heat. On the other hand boiling water, already in liquid state does not condense and give out heat. Hence steam causes more severe burns than boiling water.
