This is because of the tiny, weak hydrogen bonds which, in their billions, hold water molecules together for small fractions of a second. Water molecules are constantly on the move.

water at room temperature is liquid because the the water changes into water vapour at 100°C and becomes solid at 0°C.
Between these temperatures it exists as liquid.
as temperature of room will be 24°C or 27°C ut exists in liquid state.
