The water vapour molecules present in the atmosphere lose their energy and get condensed, when they come in contact with the surface of glass containing ice cold water. When they get condensed, they appear as water droplets.

shrankhalathakur111: When we put a glass tumbler filled with chilled water inside it, the gases present outside the tumbler starts reacting with the glass tumbler and when the hot gas present outside comes in contact with the surface of chilled glass.... It starts condensing and thus, forms water droplets.

water droplets are observed on outer surface of glass tumbular because all water vapour present in air(surrounding) come in contact with ice tumbler
