water flows at 10 m / min.
from cyl pipe = 5mm dia.
means per minute it can fill the same volume as of cyl pipe ,
if the same is to be filled at x time required to fill it completely of a conical vessel .

volume of conical vessel = πr^2h/3 = 3.14*(40/2)^2*24/3 = 10048 cm^3.

volume of cyl pipe = πr^2h = 3.14*[(5/2)/10]^2*1000=196.25 cm^3.

now cross multiple ,

min. volume
1. 196.25
? 10048

= (1*10048)/196.25 = 51.2 minutes

it will take 51.2 minutes to fill conical vessel
