Pure water is a covalent compound as  hydrogen and oxygen are tightly held together.  Pure water is a poor conductor of electricity too. So no ions are present.

When salts are added or ionic substances or impurities are added, they help water molecules dissociate into  H+ and OH- ions.  In  that case water becomes ionic compound  in solutions.
