Water is a bad conductor of heat but we heat water without any difficulty

water does not get heated very quickly it requires time to get heated as it requires high amount of energy to get heated only after a particular time , suitable amount of heat it gets heated up

the copper gets heated up very quickly so it is a good conductor of heat very less energy is enough to heat the copper

if we compare water and copper there is a very huge difference between them 

and water is bad conductor of electricity and copper conducts electricity

bad conductors of electricity r also bad conductors of heat

hence Water is a bad conductor of heat
