The diameter of cylindrical pipe,d=2cm=0.02m

radius,r=0.01m

The speed of flow water = 0.4 m/s

Time taken = half hour=30min = 1800sec

travelled through pipe = 0.4×1800=720 m

The base radius of tank, R=40cm=0.4m

Let the increase in level be hm

Volume of pipe = volume of tank

\pi {r}^{2} h = \pi   {r}^{2}  h

0.01×0.01×720=0.4×0.4×h

h=0.45m or 45cm

Increase in level is 45 cm
