Water is the basic need of life. It is proved that water is having Genetic material, Cells , even memory. but why is it not considered a living being?

It's not the way you are thinking. Water is just a transportation material in humans. Otherwise it's just water. The blood also has genetic material, cells etc...but we can't call it living being.. Can we?.. It's the same with water
