Yes we can say that water scarcity may be occur due to bad quality of water with the help of following points :-Suppose you are living in a area which is totally covered with water, like Kerala and due to the closeness with ocean and sea your people (state or other people) need not to be worry about water.But in case, when you found all the water as salty, then you people are not able to drink or use it in many purpose.So refer the salt water as bad quality of water, which is unfit for human use.Hence we say that you have a lot of water but still there is lack of water, because the majority water is bad quality of water and the minority water is fit for drinking.
