The isopropyl alcohol will move up the chalk by surface tension, similar to how water is absorbed into a napkin. As the alcohol moves up the chalk, it picks up the ink pigment as it travels

It is due to capillary rise and surface tension. The paper has small pores which enables the enables the ink to go up through the pores (against gravity) and eventually spread all over the paper.
