This is because the cells that make up hair or nails of a person are dead cells. So, when they are cut, even then we don't feel any kind of pain. However, if you cut some other part like finger, or so, you will feel pain because they are made up of living cells and bleeding will start. Then, proteins will form the new skin there also in a few days with the help of cell organelles.
