We know that Napoleon has introduced '' Civil code of 1804'' which created new weights and measures to facilitate the movement and exchange of goods & capital from one region to another then why ZOLLVEREIN was formed in 1834 to do the same thing?????

ZOLLVEREIN was formed to remove tariff barriers to ease the movement of goods in the German federation. It was an attempt by Prussia to form Zollverein in 1834. It was a step towards an economic union of Germany. It was joined by most of the German states.
Zollverein is also known as German Customs Union. In other words, it was a coalition of German states formed to manage tariffs and other economic policies within their territories to boost trade among themselves.
It led to the abolition of tariff barriers and reduced the number of currencies from over 30 to 2 only. It did great help in facilitating trade among German states.
